This is a classic book with reference to the constitutional debates in Pakistan. The writer has given a glimpse of the history. How Federalism was imposed in the British India and what are the impacts of the same.

Federalism was a way to control the masses through a structure of government that will be deceptive (Apparently a democracy but basically an autocracy). Later on the legacy was continued after partition as well. Pakistan has passed through several phases in her resolve to become a democracy but has not reached that point yet.

The rising ethnicity and non-attractive nationalism has been a problem since independence and there are external factors as well fueling the same.
